Good question...What motivated him?
It could be a means of preventative defense. I'm sure cops act a lot differently when they know they are being video-monitored.
But the whole incident points out the truism, 'power corrupts, etc.' At all levels of 'authority,' there are going to be a minority of those who abuse their 'power,' whether it's cops, TSA agents, Border Patrol guards,...whatever.
I thought the driver handled himself correctly and wonder how differently the results might have been if he didn't have those cameras.
